Intelligence agencies (FBI, CIA, MI5, MI6, etc.) see themselves as the patriotic defenders of their nation’s interests. Yet, they often operate in a shadow world where oversight is limited and the ordinary laws and procedures of governments don’t seem to apply. Instead, these agencies and their operatives create their own rules and the ideologies to support them. This can seem charming in the case of James Bond—but may seem less attractive in the case of J. Edgar Hoover. What ideas and goals drove Hoover? Where did he place himself and his agency in relation to the laws and ideals of the United States?
