International Energy- Nigerian case: subsidies

This is a mid-term paper for the course on International Energy. Please use at least two-three resources out of which one must be IEA report Energy and Climate Change World Book Outlook Special Report (June 2015). The report published by the IEA highlights that while announcement commitments for emission reduction may fall short of getting the world into sustainable path, five actions would lead to a significant improvement of the outcome. Among those is gradually phasing out of fossil-fuel subsidies to end-users by 2030. Today many countries have a scheme to subsidize the use of fossil-fuels including gasoline/diesel, fuel, electricity, natural gas.
The mission of this paper is to : question #1. Assess the current level of subsidies in Nigeria (e.g. what is the financial cost to the countrys government) and historical trends 2. Explain how those subsides are being distributed 3. Propose pathways for implementing a reform of subsidies that would be politically/economically sustainable.
