Overview
This assignment requires you to work as a member of a group. It simulates the multidisciplinary teams which are used within safety and company environments and is an essential skill for WHS professionals.
As a WHS professional we are often required to act as a business analyst to scope out the work to meet either an organisational or a clientele\’s need with a deliverable outcome whether that being a service or product. This often determines whether you will establish long term relationships with the client and retain their services or acknowledged in your performance reviews.
Task
You work for a WHS consultancy organisation and have recently met with a client who has engaged you to provide a consultancy service. The client has ask you to provide them with an organisational safety management plan template that is relevant to their business and operations. This safety management plan will be used and submitted when tendering for work and must be accepted for prequalification assessment of contractor requirements.
The clients name is 123 Gone Tree and their details are in the attachemnts

A reporting framework for the Principal Contractor ( this should at least indicate the frequency of reporting, the format and what measures are to be reported)
Safety Management Plan Word Count: The word count for this assignment is 2000 – 2200 words. Marks will be deducted for any deviation from this range. Extreme deviation may result in a fail.
Appendice & Powerpoint Presentation Word Count: The word count for this part of the assignment is 6000 – 6600 (excluding references) Marks will be deducted for any deviation from this range. Extreme deviation may result in a fail.

NB: This is a group assignment and I have three parts to do as part of this assignment.
We have group of four people in the group and each of us have to do 2000 words each as part of my contribution.

One of the themes from our study so far is that a safety management system needs to be tuned to the needs of the individual organisation. With this in mind maybe we should start by defining the context of the business in line with the ISO 45001 guidelines?

The guidelines are fairly open in terms of how we allocate the word count to each part of the assessment; 2000 words for the Template, 6000 for the other elements combined. It might be useful to estimate how we would break it down for each section. Well probably need to break it down further to divide into reasonably equal shares, but what do you all think of the following?:-

My first part of the assignment must include following things in relation to the AS/NZS -4801/2001 and HB-211/2001.
4.4.6 Hazard identification, hazard/risk assessment and
control of hazards/risks
4.4.6.1 General
The organization shall establish, implement and maintain documented
procedures to ensure that the following are conducted
(a) hazard identification;
(b) hazard/risk assessment;
(c) control of hazards/risks; and then
(d) evaluation of steps (a) to (c).
4.4.6.2 Hazard identification
The identification of hazards in the workplace shall take into account
(a) the situation or events or combination of circumstances that has
the potential to give rise to injury or illness;
(b) the nature of potential injury or illness relevant to the activity,
product or service; and
(c) past injuries, incidents and illnesses.
The identification process shall also include consideration of
(i) the way work is organized, managed, carried out and any
changes that occur in this;
(ii) the design of workplaces, work processes, materials, plant and
equipment;
(iii) the fabrication, installation and commissioning and handling and
disposal (of materials, workplaces, plant and equipment);
(iv) the purchasing of goods and services;
(v) the contracting and subcontracting of plant, equipment, services
and labour including contract specification and responsibilities to
and by contractors; and
(vi) the inspection, maintenance, testing repair and replacement (of
plant and equipment).
4.4.6.3 Hazard/risk assessment
In Australia, all risks shall be assessed and have control priorities
assigned, based on the established level of risk.
In New Zealand, all hazards shall be assessed and have control
priorities assigned based on the significance of hazard.
4.4.6.4 Control of hazards/risks
In Australia, all risks, identified through the assessment process as
requiring control, shall be controlled through a preferred order of control
methods (commonly referred to as a hierarchy), based on reasonable
practicability. Elimination shall be the first control method to be
considered.
In New Zealand, all hazards identified as being significant through the
assessment process, shall be controlled through a preferred order of
control methods (commonly referred to as a hierarchy) based on
reasonable practicability. Elimination shall be the first control method to

4.4.6.5 Evaluation
The processes of hazard identification, hazard/risk assessment and
control of hazards/risks shall be subject to a documented evaluation of
effectiveness and modified as necessary.
4.4.7 Emergency preparedness and response
All potential emergency situations shall be identified and emergency
procedures documented for preventing and mitigating the associated
illness and injury.
The organization shall review, then revise, where necessary, its
emergency preparedness and response procedures, in particular, after
the occurrence of incidents or emergency situations.
The organization shall periodically test such procedures.
N O T E
It may not be practicable to test some procedures, in which case training
and efficacy should be tested by other means.
There is a lot to cover here and we only have 500 words each, so the key thing is to keep it brief and to the point. The guide HB11 should be useful. I have 3 sections:-
1st Section
1. Hazard Management
Develop and document a process for Hazard Management including; identification, risk assessment, control of risk and evaluation. You should be able to find example risk assessment formats on-line.
The company we are considering is only a small organisation, so I would briefly define the risk assessment process and then go on to explain the specific risks and controls the business would be dealing with. The document I shared previously, guide-to-managing-risks-tree-trimming-removal should give you an insight into some of the risks in the industry.
1. Emergency Preparedness and Response
Develop and document a process for Emergency Preparedness and response. Again briefly describe the process for identifying, documenting and testing emergency response processes and then explain in more detail the specific situation the business may need to plan for, eg; rescuing worker trapped up a tree, worker falling from height, making contact with electrical power line, tree falling on someone/something, cutting through power/gas/water services when grinding tree stump, bite from animal/insect.
Second sections: The appendix word document(1200 words) should be discussion of how/why the management plan has been designed the way it has. You could include things such as:

The theory behind the hierarchy of controls.
If youve been able to find injury data for the industry or similar industries that justifies why you chosen to put controls in place for specific hazards.
The site assessment form is the form that a worker would complete before starting work and should include a list of the potential risks that they should look out for. The document guide-to-managing-risks-tree-trimming-removal should be useful for this too.
Third Section is :Finally the PowerPoint presentation would be an overview of the word document. Must be written in 10 slides of 30 words each and put in a powerpoint presentation.
All together we need 2000 words in the above three format.
